My suggestion is to remove spectating all together on Skywars. People are spec blocking arrows and it is VERY annoying. If anyone can come up with a different solution, please comment.

Skywars Spectating

There's no "Spec Blocking" in Skywars because Sky wars spectators are in Gamemode 3 (Spectator mode), in where you can't block anything. What you are experiencing is a 1.9 client visual bug but you are actually throwing the arrow. If it annoys you too much, switch back to 1.8 until this is fixed.
