Profile -> Avatar -> Use Custom Avatar -> Choose File -> Find the image on your computer and double click it. Or click on it and click open. Then you are done.

This is not a bug Try following the steps Canadian just said, and if it doesn't work then try with a smaller picture (You can use the same and make it smaller with software such as Photoshop or Paint), and try again

Or use this because it's a thousand times easier xD (for me anyways) Btw Kylie_Kisses pfp's that are 150x150 px work just fine on here
