Donor Upgrades

I'm thinking of donating for Peacekeeper, but as I was looking at the shop I noticed that there is no rank upgrades besides for Capitol ==> Mockingjay. I was thinking that I would first get Peacekeeper them maybe in a month or 2 get Capitol. There is not a rank upgrade for this, (As I can tell) but if i get Peacekeeper will the price of capitol go down?

No. You will still have to pay 100% for capitol.

There's only an upgrade for Capitol > Mockingjay.
