Well, it isnt a bug/glitch. To be honest i dont know what it is. But, basically it is a road that is broken:

its just your chunks glitching a little bit, I saw that the other day and I came back in a few minutes. it was fixed

It is a broken part of the road, it's a minor error that happens, if you find any please report them in Bug Reports..
